OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://data-library.gov.ls/SOURCES/.Features/.Political/.Lesotho/.Districts/the_geom/gid+exch/2+index/.label/label/dods')
